Tabletop Exercise: Defending Offshore Energy Infrastructure in the Black Sea

The project has been designed with the fundamental task to generate a tailored set of scenarios that would be in line with the NATO Strategic Concept and address the fundamental security challenges in its most troubled region. The Romanian delegation will meet the key state institutions that are responsible for the energy, cyber and national security domains in Georgia. Additionally, one meeting with sector experts will be organised to discuss the national context and potential threats/challenges of Black Sea cable project. Within the project Tabletop excersize on defending energy infrastructure in the Black Sea will be conducted in Constanta, Romania. The city was chosen due to its strategic location as the largest harbour in the Balck Sea. 

The projects goals are the following:

  • increasing NATO’ states and partners ability to react to irregular threats or acts of sabotage by generating and analyzing possible scenarios.
  • involving representatives of countries and institutions involved in the response of such a complex crisis scenario.
  • raising awareness on the changing nature of threats in the Black Sea.
  • generating long-lasting institutional links.
  • contributing to a better understanding of the Black Sea region.
  • complementing programmatic documents such as the upcoming US Black Sea Strategy and the most recent update of France’s National Security Strategy.

The project is being conducted jointly by New Strategy Center (Romania) and World Experience for Georgia
