Ray Tomkins
Ray Tomkins is an economist with 30 years of experience of the economic and policy analysis of energy and utility sectors undergoing reform and restructuring. He established Economic Consulting Associates Ltd in 1997, and was previously a Director of London Economics and a Director of Economics and Energy for the ERM group. He was a senior lecturer at Imperial College in London.
Mr. Tomkins has experience in a wide range of energy economics issues including the development of national and regional energy markets, tariff regimes, regulation, restructuring and market liberalization, electricity and gas market design, energy sector strategy, contract negotiation, privatization and concession tendering, and has advised extensively on legal and regulatory reform to attract private sector investment. He has directed and worked on well over 150 projects for major clients in the energy sectors including utilities, IPPs, governments and regulators.
Mr. Tomkins has worked on international assignments in over 35 countries in Central and SE Europe, the FSU, Asia and Africa. Advice has included a range of issues including regulation, market reform and privatization strategy, public-private participation, prices and tariffs, IPP and gas contract negotiations. During the last five years, Mr. Tomkins has advised more than 12 Regulators on establishment of regulatory frameworks and specific regulation issues. Countries he has recently advised on market reform, regulation and market design include: Ukraine, Belarus, Turkey, Egypt, Israel, Nigeria , Serbia, Greece, Georgia, Kosovo, India, Angola, Bulgaria, Serbia, Croatia, Thailand, Baltic States, Cyprus, Vietnam, Tanzania, Zimbabwe and China. Currrenty he is advising on the development of regional electricity markets in SE Europe and CIS countries, and gas markets in SE Europe, the Mediterranean and Middle East.
In the UK, Mr. Tomkins has advised major utilities in the competitive energy markets including a nuclear utility, electricity and gas distributors, and trading companies. His advice to utilities has covered price forecasting, competitive electricity supply strategy, contract negotiation, market modeling and investment planning. He has also managed and delivered a number of training programs in new market developments such as trading and risk management. He is currently advising in a number of other EU countries (e.g. Greece, Ireland) on IPPs and regulation.
